In order to attract foreign nationals who have obtained a bachelor’s degree or higher from the world’s top 200 universities to engage in professional work in Taiwan, Article 11 of the Act stipulates “a foreign national who, within the preceding five years, has obtained a bachelor’s or higher degree from one of the world’s top 200 universities as announced by the Ministry of Education may apply directly to the Ministry of Labor for a permit to engage in professional work in the State; such a work permit shall be for a maximum term of two years and may not be extended or renewed” to improve recruitment of top global graduates.
