In order to attract foreign specialist professionals by relieving them from difficulties of applying for employment permits, changing employment, and not being able to work part-time – including the difficulty and inconvenience of requiring a separate employment permit application for every short-term paid employment as consultant or technical instructor in the private sector, even for just delivering a lecture – and taking reference from Singapore’s Personalised Employment Pass (PEP) scheme, Article 9 of the Foreign Professionals Act prescribes that “A foreign specialist professional who plans to engage in professional work in the State may apply direct to the NIA for a 4-in-1 Employment Gold Card that combines work permit, resident visa, ARC and re-entry permit.”
· Pursuant to this provision, the Ministry of the Interior has formulated the
Regulations on Application for an Employment Gold Card by Foreign Specialist Professionals.
