Q1:I have the Gold Card. How to apply ARC for my foreign family?
A1:Your family can enter Taiwan with Visa-Exempt Entry or the Visitor or Resident Visa for the reason of family reunion, issued by the ROC(Taiwan) overseas mission. (Please contact the Ministry of Foreign Affairs. Your family can acquire the right to reside after having been inspected by National Immigration Agency. The required documents are as follows:
- Original and one photography of passport
- Proof of dependent relative relationship authenticated by ROC(Taiwan) overseas mission. (It is not required for applicants with Resident Visa)
- One 2x2 colored photo, front head and shoulder, taken within six months
- identity documents, the Gold Card, of the person to whom they bear dependent status.
- NT$1,000 for alien residence certificate per case valid for one year, however, additional NT$2,200 is required for applicant entering the State with visitor visa or visa-exempt entry.
- Applicants born in the Mainland Area and eligible for or have been granted citizenship of Mainland Area thereof, in addition to submitting documents to meet the requirements prescribed in Article 7 Paragraphs 1 and 2 of the Enforcement Rules for the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, shall also submit one of the following certifications:(1)Original certification of non-establishment of Mainland household registration verified by the Straits Exchange Foundation.(2)Original notarial certification of cancellation of Mainland household registration verified by the Straits Exchange Foundation.(3)Documentary proof sufficient to prove renunciation of ID as a People of the Mainland Area, verified by an ROC (Taiwan)embassy or overseas mission.(4)Other documentary proof sufficient to prove renunciation of ID as a People of the Mainland Area.
Q2:My family and I enter Taiwan with Visa-Exempt Entry. I have acquired the work permit. How to apply ARC for my family?
A2:The Foreign professional and his family who enter Taiwan with Visa-Exempt Entry or the Visitor or Resident Visa, can acquire the right to reside after having been inspected by National Immigration Agency. The required documents are as follows:
- Original and one photography of passport
- Proof of dependent relative relationship authenticated by ROC(Taiwan) overseas mission. (It is not required for applicants with Resident Visa)
- One 2x 2 colored photo, front head and shoulder, taken within six months
- Official letter of approval for employment and Certificate of Employment within one month. The dependent relative should provide the identity documents of the person to whom they bear dependent status.
- NT$1,000 for alien residence certificate per case valid for one year, however, additional NT$2,200 is required for applicant entering the State with visitor visa or visa-exempt entry.
- For foreigners whose place of birth is in Mainland China and who originally held the status of Mainland China residents, in addition to providing supporting documents showing that they have resided abroad for more than four years in accordance with Article 7 of the Enforcement Rules of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area (such as passport entry and exit records and entry/exit certificates issued by competent authorities in the place of residence overseas), they must also provide documents proving that they do not have household registration in Mainland China and have not used a Mainland China passport. Proof of no household registration in Mainland China includes:
(1) An original notarized certificate of no household registration in Mainland China verified by the Straits Exchange Foundation.
(2) An original notarized certificate of cancellation of Mainland household registration verified by the Straits Exchange Foundation.
(3) Other documents sufficient to prove the loss of Mainland China resident status (such as entry and exit stamps in Mainland China inside a foreign passport, visas or residence permits issued by Mainland China inside a foreign passport, Mainland Travel Permits for Hong Kong and Macau residents, foreign employment permits issued by Mainland China verified by the Straits Exchange Foundation, adoption certificates recognized by foreign courts, or other documents sufficient to prove no household registration in Mainland China). However, if deemed necessary by the competent authority, one of the first two types of documents may be specifically requested.
Q3:How can the Employment Gold Card holder’s dependents in Hong Kong and Macau come to Taiwan?
A3:
Dependents (including spouse, underage children, and adult children with physical and mental disabilities) of the Employment Gold Card holder (of foreign nationality or a resident of Hong Kong or Macau) may apply for an entry/exit permit on the National Immigration Agency’s Foreigner’s Online Application System, and then apply for residency at any National Immigration Agency service station after entering the country. As another way to apply, after entering the country and receiving your Employment Gold Card, your dependents in Hong Kong and Macau can apply to the Taipei Economic and Cultural Office for residency (the Gold Card holder does not need to return to Hong Kong and Macau).
