Foreign professionals with specialized expertise in the environmental field must meet one of the following conditions:
- Individuals who have previously worked or are currently employed in environmental industries or fields in other countries or in our nation (including pollution prevention and control, soil and water conservation, resource recycling, waste management, environmental resource investigation and monitoring, ecological conservation and natural restoration, water conservancy (water affairs), water supply and management, environmental information and planning management, fundamental environmental science and technology, environmental health and occupational safety, marine conservation, climate change mitigation, or environmental education), with a recent monthly salary of NT$160,000.
- Individuals with exceptional talent or outstanding R&D and design capabilities, or with proven achievements in startups (including senior executives or core technical personnel of foreign startups that have successfully gone public, senior executives or core technical personnel of foreign startups that have been successfully acquired by other companies, or senior executives of venture capital firms or funds with a track record of investing in foreign startups or related projects).
- Recipients of the Nobel Prize, Tang Prize, Wolf Prize, or other international awards of equivalent standing.
- Academicians of national academies of sciences, or scholars of national academy-level standing (including fields such as pollution prevention and control, soil and water conservation, resource recycling, waste management, environmental resource investigation and monitoring, ecological conservation and natural restoration, water conservancy (water affairs), water supply and management, environmental information and planning management, fundamental environmental science and technology, environmental health and occupational safety, marine conservation, climate change mitigation and adaptation, or environmental education).
- Individuals who are currently or have previously served as university chair professors, professors, associate professors, or as researchers and associate researchers at research institutions, and who have made significant academic contributions, produced important specialized publications, or, within the past three years, published research results that have been internationally recognized (including in fields such as pollution prevention and control, soil and water conservation, resource recycling waste management, environmental resource investigation and monitoring, ecological conservation and natural restoration, water conservancy (water affairs), water resources supply and management, environmental information and planning management, fundamental environmental science and technology, environmental health and occupational safety, marine conservation, climate change mitigation and adaptation, or environmental education).
- Individuals who, after obtaining a doctoral degree, have continued to engage in environmental-related professional practice or have conducted research in the environmental field at research institutions—including pollution prevention and control, soil and water conservation, resource recycling, waste management, environmental resource investigation and monitoring, ecological conservation and natural restoration, water affairs, water resources supply and management, environmental information and planning management, environmental basic science and technology, environmental health and occupational safety, marine conservation, climate change response, or environmental education—or have been involved in environmental technology R&D or management work for at least four years.
- Holding a doctoral degree with expertise in areas lacking domestically (including pollution prevention and control, soil and water conservation, resource recycling, waste management, environmental resource investigation and monitoring, ecological conservation and natural restoration, water conservancy (water affairs), water supply and management, environmental information and planning management, fundamental environmental science and technology, environmental health and occupational safety, marine conservation, climate change adaptation, or environmental education).
- Other individuals recommended by the competent central authorities and recognized by the Ministry of Environment as having potential to contribute to Taiwan’s environmental industry (including fields such as pollution prevention and control, soil and water conservation, resource recycling, waste management, environmental resource investigation and monitoring, ecological conservation and restoration, water conservancy, water supply and management, environmental information and planning management, fundamental environmental science and technology, environmental health and occupational safety, marine conservation, climate change adaptation, or environmental education).
